Neither the inorganic nor the organic industrial wastes may include explosives as defined in the Title 18 USC Section 841(c)(d) and 27 CPR 55.23. The motion also included the addition of the following paragraph as part of the above special use language. Appropriate control measures shall be made as determined by the Council to mitigate t11e effects of operations conducted on the site to include, but not be limited to, the following functions: Security of premise, and in building, access and egress to site, routing of vehicular traffic on public streets, security methods for delivery and pickup, storm drainage and spillage control facili+ies, hours of operation, noise impact, liability and control of unauthoriz.-d delivery, impact on contiguous property, and fire protection for the facility. The Commission also unanimously restated its recommendation of approval of an amendment to the zoning code to add the special use language above to the I-2 zoning district, and including the new }raragraph concerning control measures.
