TEM DESCRIPTION' Amendment to the zoning code related to MGR, REVIEWED/RECOMMENDS: <br />Vz:T <br />the Industrial Waste facility use <br />The Planning Commission, at its December <br />motion recommending the establishment of <br />provide for the following use by special <br />5 meeting, voted 3-Aye, 4-Nay on a <br />an I-2a zoning district which would <br />permit: <br />The collection, processing, treatment, and distribution of inorganic <br />metal wastes, consisting of metal compounds, solutions, sludges and <br />li4..ids; and the collection, bulking, separation, addition of <br />absorbants, and distribution of organic industrial wastes. Neither <br />the inorganic nor the organic industrial wastes may include explosives <br />as defined in the Title 18 USC Section 841(c)(d) and 27 CPR 55.23. <br />The motion also included the addition of the following paragraph as part of <br />the above special use language. <br />Appropriate control measures shall be made as determined by the <br />Council to mitigate t11e effects of operations conducted on the <br />site to include, but not be limited to, the following functions: <br />Security of premise, and in building, access and egress to <br />site, routing of vehicular traffic on public streets, security <br />methods for delivery and pickup, storm drainage and spillage <br />control facili+ies, hours of operation, noise impact, liability <br />and control of unauthoriz.-d delivery, impact on contiguous <br />property, and fire protection for the facility. <br />The Commission also unanimously restated its recommendation of approval of <br />an amendment to the zoning code to add the special use language above to <br />the I-2 zoning district, and including the new }raragraph concerning control measures. <br />Attached is the Planner's report. <br />COUNCIL ACTION REQUESTED: (A) Motion approving/denying an amendment to the zoning <br />corle creating a new zoning district (I-2a) with the <br />following as a special use in the ne%-. district: <br />The collection, processing, treatment and distribution <br />of inorganic metal wastes consisting of metal compounds, <br />solutions, sludges and liquids; and the collection, bulking <br />separation, addition c,f absorbants, and distribution of <br />organic industrial wastes.
