1
MEMORANDUM
DATE: May 11, 1988
TO: Jim Andre
FROM: Craig A. Waldron
SUBJECT: Modification of Plann ng Fees
Attached is an analysis that I had Rick prepare, based on a
survey that Coon Rapids has recently completed.
We are depicting two basic alternatives. One involves a
moderate increase, and the other, a more substantial increase.
With either approach, I am recommending that the PUD and
Comprehensive Plan Amendment be considered as separate items,
requiring certain fees. Presently, there is no comprehensive
plan modification fee and the P.U. D. is folded in with the
special use. Alternative 1 still keeps the city below the
average fees charged in other cities. The second alternative
places Roseville over the average but does not exceed the "high"
of any fees depicted. Alternative 1 would produce $13,875.00,
while Alternative 2 should produce $22,000.00. The current
amount generated by the existing fee structure is $6,300.00. It
would be my recommendation that the City adopt alternative 2
which would generate more revenue. This is particularly
appropriate in that it will assist the City in offsetting the
increased cost of the planning contract.
