PLANNING REPORT <br />DATE: 12 September 1988 <br />CASE NUMBER: 1877 <br />APPLICANT: Brutger Companies, Inc. <br />LOCATION: Southeast Corner of County <br />Road B-2 and Dale Street <br />(see sketch) <br />ACTION REQUESTED: Amendment to Comprehensive <br />Plan, Rezoning from R-1 to <br />R-3A, Approval of Planned <br />Unit Development, and <br />Preliminary Plat <br />PLANNING CONSIDERATIONS: <br />1. Subsequent to hearings previously held regarding the development of the <br />Concordia School Site by the Zr:•utgger Cumpanies, the Brutger <br />representatives have considerably re,vrs-ed, the development proposal to <br />meet the neighbors' concerns. Several meetings were held , with ' the <br />staff and various options were re;vip.Wed. The current proposal is to <br />enhance the transition from the residential area to the east by <br />constructing seven single-family lots on the east side of the property <br />(contiguous to the single-family homes off Lovell Avenue to the north). <br />The construction of two 10 unit cluster homes, two stories high in the <br />southeast portion of the tract where the development is contiguous to <br />the Vietnamese Church is also proposed. Here, these units will be built <br />130 fee;, back from the east property line allowing for the more <br />spacious transition from the Church to the west properties and the <br />development proposed. The larger three story buildings will be 300 feet <br />(about one city block) from the Vietnamese property. Thus, there has <br />been a serious attempt to reduce the visual impact on the Church <br />environs. <br />2. Attached is a copy of a fairly dc.cailed explanation submitted by the <br />applicant regarding this proposal. Alse attached is a perspective sketch, <br />site plan, landscape plan, and grading plan. <br />3. The development now consists of a total of 237 units compared to the <br />originally proposed 246 units. Mr. Craig Waldron will be available to <br />discuss in more detail the implications of the bonding and Tax <br />Increment Financing program. In general, it would appear that the City <br />can acquire a desirable parcel with a significant building adding minimal <br />cost. <br />4. With respect to the vehicular circulation you will note that the plan <br />now provides for access from three directions. The main access and <br />egress point will be the new east -west street which will provide access <br />to the recreation building, to all of the units involved, and to the <br />
