PLANNING REPORT
DATE: 12 September 1988
CASE NUMBER: 1877
APPLICANT: Brutger Companies, Inc.
LOCATION: Southeast Corner of County
Road B-2 and Dale Street
(see sketch)
ACTION REQUESTED: Amendment to Comprehensive
Plan, Rezoning from R-1 to
R-3A, Approval of Planned
Unit Development, and
Preliminary Plat
PLANNING CONSIDERATIONS:
1. Subsequent to hearings previously held regarding the development of the
Concordia School Site by the Zr:•utgger Cumpanies, the Brutger
representatives have considerably re,vrs-ed, the development proposal to
meet the neighbors' concerns. Several meetings were held , with ' the
staff and various options were re;vip.Wed. The current proposal is to
enhance the transition from the residential area to the east by
constructing seven single-family lots on the east side of the property
(contiguous to the single-family homes off Lovell Avenue to the north).
The construction of two 10 unit cluster homes, two stories high in the
southeast portion of the tract where the development is contiguous to
the Vietnamese Church is also proposed. Here, these units will be built
130 fee;, back from the east property line allowing for the more
spacious transition from the Church to the west properties and the
development proposed. The larger three story buildings will be 300 feet
(about one city block) from the Vietnamese property. Thus, there has
been a serious attempt to reduce the visual impact on the Church
environs.
2. Attached is a copy of a fairly dc.cailed explanation submitted by the
applicant regarding this proposal. Alse attached is a perspective sketch,
site plan, landscape plan, and grading plan.
3. The development now consists of a total of 237 units compared to the
originally proposed 246 units. Mr. Craig Waldron will be available to
discuss in more detail the implications of the bonding and Tax
Increment Financing program. In general, it would appear that the City
can acquire a desirable parcel with a significant building adding minimal
cost.
4. With respect to the vehicular circulation you will note that the plan
now provides for access from three directions. The main access and
egress point will be the new east -west street which will provide access
to the recreation building, to all of the units involved, and to the
