Keel. <br />Based on our conversation of Septenber 15, 1988, 1 an restating wy <br />najor concerns for the traffic problens that I perceive on Dale street, <br />between Hwy 36 and County Road B-2. This problen does not dean I an <br />against the proposed site changes at Concordia, on the c"ntrary. I <br />think that this isaprouenent is a better situation for all parties <br />involved. (I like the host recently proposed site plan with -the <br />exceptions listed below.) <br />Wy first concern is the crosswalk at Dale and Lovell streets. It <br />appears that this has not been painted for sore tine. It also seers <br />that the signs for the school and crosswalk are not very effective. <br />(i.e. they are largely ignored by notorlst5)0 I propose the following <br />solutrions= <br />1. D school speed zone should be installed in front of King <br />of Kings school. on Dale St. <br />2. place a yellow flasher for the school hours and Busy tines <br />of day . {1 use the bus line at 5 P .11 . and it is hard to <br />cross . � <br />3. Consider additional signs and paint the walks so that <br />drivers are snore aware of the crosswalk. <br />1 understand that Roseville has a traffic safety cowsaittee that <br />Night be able to look into this situation. <br />Ny second najor concern deals with the existing and projected <br />traffic flow that has been reported in the -Traffic Isapact Study" • for <br />the Concordia dousing DeuelopNent done by Barton - Rschsaan flssociates, <br />Inc. The key points of concern frON this study are as follows: <br />1 The proposed street that will run west frosa the new <br />development -into Dale at Lovell is not straight with the <br />r_xisting Lovell street. Both a professional architect and <br />a civil engineer I have talked to have agreed that this is <br />a najor nistalke toat should be avoided because of accident <br />potential. (See Paa!2e 3 of Ehe study .3 I think that this <br />could be worked out with King of Kings Church (of which I <br />an a nenber) and the "milder. <br />
