Page 2 <br />Community <br />October 3, <br />Development Department <br />1988 <br />The 1975 report pointed out several system needs to be <br />constructed in the future. These included additional pumps and <br />booster station building expansion to increase pumping capacity. <br />Also, a second storage tank was suggested near the intersection <br />of Western and Grandview. Also, reinforcing feeder watermains <br />from the booster station westly to Victoria and north were <br />designated at a future time when the water demand warranted. <br />Also, local grid watermains were suggested to be looped in the <br />area of Western and Lovell to stabilize pressure fluctuation <br />problems in this area. <br />The 1975 report noted that in the area of Western and Lovell, <br />certain pressure fluctuations were encountered. The cause of <br />these pressure changes were traced to operational problems <br />relating to the booster pumping station pump discharge valves <br />which, upon too rapid closure, caused excessive fluctuations in <br />pressure. To resolve this matter, it was suggested that several <br />dead-end watermains, namely on Top Hill Circle, Auerbach Avenue, <br />Hand Avenue, and several other local streets be looped. It <br />should be noted that the cause of the pressure problems in this <br />neighborhood relates to the elevation of this property with <br />respect to the water supply and distribution system. <br />EXISTING CONDITIONS <br />A proposal is now being reviewed by the Planning Commission and <br />the City Council for a development in the southeast quadrant of <br />the intersection of County Road B-2 and Dale. This property is <br />known as the Concordia site. The proposed development consists <br />of a multiple housing project with some single-family <br />development. The total number of housing units is indicated as <br />being 237. It has been suggested that this development will <br />overtax the water system and cause increased pressure problems <br />for existing residents. <br />To analyze the existing situation, the Public Works Department <br />staff has reviewed this matter. We have di.scussed the water <br />system and its future needs with the city's consultant, SEH. In <br />addition, we have conducted field pressure tests on the water <br />system in the immediate area to attempt to review existing <br />conditions. <br />Pressure tests were conducted in the vicinity of Top Hill Circle <br />and Lovell. These tests were conducted in mid -August in an <br />attempt to review the pressure fluctuation situation. On August <br />11, the system was tested and it was determined that the system <br />static pressures at a hydrant on Top Hill Circle dropped below the <br />desired minimum pressure of 35 psi for a short period of time as <br />
