An amount of approximately $115,000 per year has been
quoted as -being the cost above the TIF portion. This
does not seem to be a highly unusual budget amount_
<
and should not necessarily constitute a referendum.- It`
is typical for city officials to approve that size
expenditure.
1 1
It is the responsibility of city officials to address
4sr
needs of the city as a whole in the most prudent and
economical way possible.
Also, the Concordia project offers additional open
P;
3r
space, which various citizen groups have been very
vocally seeking."{
43
:.`
3, Petitions opposing the project
It has been stated that over 1200 signatures ,'an pet.ita'ons
have indicated opposition to the project. Having been
}. f
approached to'sign, as well as to circulate; these
k
petitions, I do not feel that the documents are relevant
to the final' decision on this project. The petit ons
called for agreement to a referendum to purchase the
Concordia site. It was presented with little or no'
background or dollar figures, but merely a demand firf
x
voter approval of a major purchase. Of course, voters;`.
r mapurchases which would impact,
would want input for jor p.'
;
their tax expense!jr
F
4. Rezoning
The Planning Commission is responsible for recommending."
approval or denial of rezoning requests. Although,
the city has a comprehensive land use planineffect it
h '
is important to note that changes in the community
sometimes constitute amendments to that plan. The
:
commission has the very difficult task of mainfiaini'ng
: f
K
appropriate zones within the community. Those changes
affecting R-1 areas have the most visible impact..
Y
However, it is wrong to assume that the community
t
or a specific area will remain the same forever.
L.
There is one portion of the Concordia site to be addressed
fi
by the Planning Commission as a zoning change, that
k,
being proposed for development as multi -housing. To
remain consistent with the area in terms of home values,
it appears most practical to locate multi -housing
dwellings near a major highway rather than single
M
family homes.
F:
5. The Development
It has been stated that Bruttger Companies needs to
`
coorperate with and accomodate more fully, the needs
4
and concerns of the neighbors. In all fairness, it
appears that Bruttger Companies has made considerable
concessions to the community. They have revised the
original plan to provide larger single family lots
