MEMORANDUM <br />DATE: February 11, 1991 <br />TO: <br />Steve Sarkozy f <br />FROM: Craig A. Waldron <br />SUBJECT: Concordia Update <br />Background <br />1. As we have previously discussed, Rottlund Homes is <br />interested in developing a Villa/Townhouse project on the <br />Concordia site which would total approximately 144 units. <br />The price range of the townhomes would essentially appeal to <br />first time home buyers. <br />2. Staff has continually informed Rottlund of its concerns, <br />based on the fact that the densities are -too significant for <br />this site and the product does not necessarily meet City <br />policy considerations. (See Maxfield Report) <br />3. Staff met with Rottlund representatives on February 8, 1991, <br />and attempted to persuade them to construct a different, <br />higher quality product. It is my opinion that a upscale <br />product could "work" financially on the site. <br />4. Rottlund is convinced that the product that staff <br />recommended, which was a higher priced townhouse in the <br />range of $100,000, would not be marketable on the site. <br />5. Based on this analysis, Rottlund has decided to proceed with <br />the villa development as originally proposed. <br />Recommendation <br />1. Based on Rottlund's decision, the company first has to <br />address a significant number of planning it�-ms before the <br />plan could even be considered workable on the site. S <br />2. Staff will continue to encourage Rottlund to modify the <br />particular type of housing that is being proposed. <br />3. Rottlund will have to complete its draft proposal and meet <br />all of the City's planning considerations first. <br />Subsequently, Rottlund would then ha.a to meet with the <br />neighborhood representatives before coming to the City <br />Council in a work session format. <br />4. Staff will also continue to work with Concordia and keep the <br />school informed of our concerns. <br />
