RESOLUTION TO LIMIT THE USE <br />OF TAR INCREMENT FINANCING <br />IN THE CITY OF ROSEVILLE <br />Whereas: <br />The use of tax increment financing (TIF) has been more liberally, <br />interpreted by the Roseville City Council than intended by the State <br />of Minnesota statue to: redevelop or rehabilitate deteriorated areas <br />of the city, to facilitate the construction of low -moderate income <br />housing or to provide economic development and the provision of <br />employment opportunities and <br />Whereas: <br />TIF was designed to pay for the public costs of projects of which <br />there are none in the Brutger proposal and <br />Whereas: <br />None of the state statutes that are available to municipalities for <br />redevelopment as intended by the legislature are applicable to the <br />type of housing currently proposed in the Brutger proposal for the <br />Concordia School site (Minnesota Statutes 1987 Supplement section <br />article 12, 469.174-sections 1-30) and <br />Whereas: <br />TIF removes property from the County tax roles when used for smaller <br />municipality development, which further reduces dollars for city <br />services and:: <br />Whereas: <br />Nearly all land in Roseville available for development is already <br />developed and <br />t <br />Whereas: <br />The overwhelming majority of available Roseville land would not <br />qualify as redevelopment sites if not for part of a large <br />redevelopment district, low -moderate income housing district, or an <br />economic development district and <br />Whereas: Members of the state legislature will be moving aggressively in the <br />upcoming session to close current loopholes in municipalities use of. <br />TIF <br />Therefore be it resolved: Any proposed private or public development in the I <br />City of Roseville which does not meet the strictest interpretation <br />for the intended use of TIF as originally envisioned by state <br />statute must stand on its own merit, must carry with it the normal <br />risks inherent in any development and must be acceptable to the <br />broader community through the public hearing process at the Planning <br />Commission and City Council levels. <br />Signed The Executive Committee of the B2 Dale Neighborhood Association <br />dent <br />President <br />tary <br />urer <br />
