The City will have to <br />work on an innovative platting process with Brutger in' <br />view of the fact that the number of parcels would <br />negate the eligibility of tax increment district 10 as <br />it would stand in July. <br />The advantages that I see in this approach are as follows: `. <br />1. <br />The City gets its recreation sooner, and at a cheaper <br />price. <br />2. <br />The City has a substantial income stream to <br />significantly offset the cost of the recreation center, <br />rather than relying solely on general taxation. <br />3. <br />The City facilitates a major housing development as <br />part of this deal. <br />4. <br />The City eliminates a 1 million dollar risk that would <br />have been faced if Roseville first bought the property <br />and had to turn around and re -market it to a developer <br />at some point in time to reduce the total size of the <br />bond issue <br />
