MEMORANDUM <br />DATE: June 15, 1988 <br />TO: Jim Andre _ <br />FROM: Craig A. Waldron <br />SUBJECT: Summary of work sessio regarding Lexington School and <br />Concordia College. <br />Based on the City Council work session June 13, 1988, it is my <br />understanding, with respect to Concordia, that the following will <br />occur. <br />1. An analysis will be done with respect tot he site <br />regarding its structural integrity, asbestos, expansion <br />ability, etc. <br />2. Staff will commence preliminary negotiations with <br />Brutger regarding the potential use of tax increment <br />for purchase of the ten acre recreation site. <br />3. Based on the success of the preliminary negotiations <br />with Brutger, staff will develop a preliminary work <br />plan to complete the project. <br />4. Staff will be required to complete major documentation <br />in terms of per unit cost, etc. to justify tax <br />increment use on the site. <br />With respect to Lexington school, it is my understanding that the <br />following was decided: <br />1. Staff should not continue to work with Baton <br />Development at this point in time in terms of housing <br />development. It was the Council's decision that the <br />subsidy was too "substantial" based on Kaufhold and <br />the School District's asking price. <br />The Council essentially chose the option of either approving the <br />plat, and allowing the single family to proceed or denying the <br />plat and thus, face eventual litigation as it relates to the <br />site. <br />
