INTRODUCTION <br />Discus of Roseville, Inc. is proposing a Fuddruckers restaurant in <br />Roseville, Minnesota. The site is located just west of Snelling Avenue <br />between County Road B2 and County Road C. (See Figure 1) The current pro- <br />posal calls for constructing a 7,991 square foot building, with seating for <br />271 people on 1.5 acre lot. (See Figure 2) <br />When the proposal was presented to the Roseville planning commission <br />several traffic related issues were raised. As a result, BRW, Inc. was <br />retained to analyze the traffic impacts of the proposed restaurant. The <br />traffic impact study will address and document the following issues: <br />a Current daily traffic volumes on roadways near the site. <br />a ; number of trips generated by the site. <br />s The hourly distribution of site generated trips. <br />• The directional orientation of the site generated trips. <br />• The expected traffic impacts at key intersections. <br />w Possible modifications to the site plan to improve traffic operations. <br />The first four items are used to produce the forecast post development <br />traffic volumes and are used as a basis for determining the potential traf- <br />fic impacts. <br />CURRENT TRAFFIC VOLUMES <br />The current daily traffic volume information on Snelling Avenue shown in <br />Figure 3 was obtained from the Minnesota Department of Transportation <br />(Mn/DOT) 1982 traffic volume flow map. The current daily traffic volume on <br />the frontage road was obtained from tube counts taken by BRW on April 16, <br />17, 19, and 20, 1984. This was a Monday, Tuesday, Thursday and Friday. <br />The current PM peak hour turning movement counts at the intersection of the <br />frontage road and Snelling Avenue was also collected by BRW personnel. <br />TRIP GENERATION <br />The number of trips which will be generated by a development•is a function <br />of the size and type of activity which will take place on a site. The <br />Institute of Transportation Engineers (ITE)L/ has published a report which <br />documents trip rates for various types of development. However, <br />Fuddruckers is a new concept in restaurants and is not really covered by <br />1/ Trip Generation Manual, Institute of Transportation Engineers, Third <br />Edition, 1982. <br />2 <br />
