CASE NUMBER: 1481-83 <br />APPLICANT: The Housing Alliance <br />Page 2 <br />4. The property in question has 700 feet of frontage on County Road B and a <br />depth of 367 feet. This frontage includes the existing residence which is <br />on the property on the easterly side. The applicant proposes to develop <br />the easterly 400 feet (3.37.acres) for the residential structure. The <br />westerly 300 feet (2.52 acres) is proposed to be dedicated to the City for <br />park purposes as originally intended in the Comprehensive Plan. <br />5. One of the reasons this land was originally proposed for extension of the <br />park was that it was known that much of the land has a very poor soil <br />condition consisting of very deep peat deposits. Soil tests taken by the <br />applicant indicate that the land is buildable only near the southeasterly <br />portion of the land. Thus, the proposed structure which would be built if <br />the land is ultimately appropriately zoned and approved for a special use <br />permit for senior citizens would be as indicated on the site plan attached <br />to the applicant's submission brochure. <br />6. You will note in the review of the Comprehensive Plan maps that the land <br />north of County Road B is designated high density residential and is so <br />developed for such purposes. -That development is immediately contiguous <br />to and west of lots that front on Cohansey Street. If the land use designa- <br />tion is approved as proposed, a similar condition would exist south of <br />.County Road B. To that extent, the change in land use designation appears <br />somewhat reasonable. <br />7- The most significant problem here is that the applicant proposes to build <br />a six story structure on the easterly portion of the site, this structure <br />as indicated on the applicant's preliminary development plan would be <br />relatively close to the existing single family homes to the east fronting <br />on Cohansey Street. There is also, as you will note, a single family home <br />immediately to the east which fronts on County Road B. <br />8. The applicants have informed us that they have been discussing potential <br />purchase of the contiguous residence fronting on County Road B. We have <br />advised the applicants that if they are successful in that effort, that <br />the building should not be moved further easterly because of its potential <br />impact on the contiguous single family homes along Cohansey. <br />Our greatest concern here is for the welfare of the existing single family <br />neighborhood to the east and south. It would appear that the change in <br />land use designation as far as the public park is concerned will not have <br />significant impact. The original purpose in proposing this land for <br />an addition to the park was recognition of the existance of the very poor <br />soil conditions, and as a means to further expose the park to County Road B. <br />You will note also that the City has an existing outlet to County Road B <br />for the park via a 100 foot strip of land west of the property in question. <br />Should the additional land ultimately be dedicated to the City, this <br />exposure of the park to County Road B would constitute a total length of <br />400 feet. <br />
