METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, Saint Paul, Minnesota <br />612-291-6359 <br />REPORT OF THE <br />METROPOLITAN AND COMMUNITY DEVELOPMENT COMMITTEE <br />REFERRAL REPORT NO. 84-24 <br />DATE: February 16, 1984 <br />TO: Metropolitan Council <br />SUBJECT: Roseville Plan Amendment (Housing Alliance) <br />Metropolitan Council Referral No. 11801-1 <br />Resolution No, 84 <br />BACKGROUND <br />At its meeting on February 16, 1984, the Metropolitan and Community Development <br />Committee discussed a staff report and recommendations dealing with the review <br />of the Roseville Comprehensive Plan amendment proposing a change in planned <br />land use from park to high density residential for three acres of land in the <br />vicinity of Villa Park. <br />ISSUES AND CONCERNS <br />Pat Pahl, Council staff (ext. 407), presented the report -and answered questions <br />from the Committee. <br />OTHER ISSUES/COMMENTS <br />Ron Moorse, assistant to the Roseville city manager, stated that the amendment <br />concerned only land use and that no specific development plans should be <br />discussed in debating the merits of the amendment. <br />James Faue, Daniel Fry and another Roseville residents raised concerns with the <br />density and height, of the proposed project and with potential environmental <br />impacts. <br />Following are major points of concern raised by the Committee: <br />Joan Campbell stated that the Council's jurisdiction is properly limited to <br />regional issues and, therefore, it could not address the local concerns raised <br />by the residents. Gertrude Ulrich recommended that the residents continue <br />their efforts through the rezoning process at the city level. <br />
