if any, exceeds its anticipated fair market value after completion of said <br />preparation; provided that no parcel shall be included within a <br />redevelopment district unless the authority has concluded an agreement or <br />agreements for the development of at least 50 percent of the acreage <br />having the unusual soil or terrain deficiencies, which agreement provides <br />recourse for the authority should the development not be completed. Since, <br />of the parcels proposed to be placed into a tax increment district, less than <br />seventy percent are occupied by buildings, streets, utilities or other <br />improvements, and the total acreage (80 percent or more) of the area has a <br />fair market value when added to the estimated cost of preparing the land <br />for use exceeds its anticipated fair market value after completion of the <br />preparations, excluding costs directly related to roads, and a development <br />agreement for at least 50 percent of the acreage having the unusual son <br />deficiencies and including recourse for the City should the development not <br />be completed, will have been concluded, prior to bond sale, the area <br />qualifies as a redevelopment district. <br />The description of the parcels that have been used to establish eligibility as <br />a redevelopment district have been described below. <br />Development Parcel <br />The east 400 feet of the west 1,275.7 feet of the north 400 feet of <br />the Northwest quarter of Section 13, Township 29, Range 23, <br />according to the government survey thereof, subject to County Road <br />B and ditch easement. <br />Dedicated Park Parcel <br />The west 300 feet of the east 700 feet of the west 1,275.7 feet of the <br />north 400 feet of the Northwest quarter of Section 13, Township 29, <br />Range 239 according to the government survey thereof, subject to <br />County Road B and ditch easement. <br />F. Parcels in Acquisition <br />1. Properties identified for acquisition will be acquired by the City in <br />order to accomplish one or more of the following: remove, prevent, <br />or reduce blight, blighting factors, causes of blight, or the spread of <br />blight and deterioration; to eliminate unhealthful, unsafe, and <br />unsanitary structures and conditions; reduce traffic hazards; provide <br />land for needed public streets, utilities, and facilities; remove <br />incompatible land use, eliminate obsolete or detrimental uses; <br />assemble land for redevelopment; carry out clearance and/or <br />redevelopment to accomplish the uses and objectives set forth in this <br />plan. <br />N. <br />
