"Minnesota Environmental Rights Act" means the statutes located at Minnesota Statutes, Sections 116B.01 et seq., as amended. "National Environmental Policy Act" means the federal law located at 42 U.S.C. SS 4331 et seq., as amended "Park Parcel" means the real property described as such on the attached Schedule B. "Preliminary Plans" means plans for the design and construction of the Minimum Improvements which plans have been approved by the City prior to the date hereof, and consist of site plans, floor plans, elevation drawings and grading plans, which Preliminary Plans are attached hereto as Schedule D. "Redemption Date" means the earliest date on which any Bonds may be redeemed and paid prior to full maturity. "Redeveloper" means The Housing Alliance, Inc., a Minnesota corporation, or its successors and assigns. "Redevelopment Property" means the real property described in Schedule A of this Agreement. "Plan" means the tax increment financing plan adopted by the City in connection with the Development District and Tax Increment District. "Redevelopment Property Deed" means a quit claim deeds, substantially in the form of the deed in Schedule C of this Agreement, used to convey the Redevelopment Property from the Redeveloper to the City and back to the Redevelopers under Article III of this Agreement "State" means the State of Minnesota.. 'Tax Increment Act" means tie Tax Increment Financing Act, Minnesota Statutes, Sections 273.71-273.78, as amended. "Tax Increment District" means the tax increment district to be created by the City in connection with the Program and Development District. "Tax Official" means any City or county assessor; County auditor; City, County or State board of equalization, the commissioner of revenue of the State, or any State or federal district court, the tax court of the State, or the State Supreme Court. 4
