s
PLANNING REPORT
DATE: . 7 March 1984
CASE NUMBER: 1483-84
APPLICANT• The Housing Alliance
LOCATION: South of County Road B, Easterly of Dale
Street
ACTION REQUESTED: Rezoning from R-1 to R-3A
Variance to Side Yard Setback
Variance to Parking Requirements
Special Use Permit for Structure Greater
than 24 Units and Higher than Three
"Floors
PLANNING CONSIDERATIONS:
1. The applicant has previously applied for amendment to the Comprehensive
Plan to indicate high density housing on the easterly 400 feet of their
property which was approved by the City Council in January 1984. This
proposal was submitted to the Metropolitan Council as required, which
responded with a "Negative Declaration" which in effect determines that the
plan change is not of metropolitan significance.
2. A considerable amount of material was submitted with the plan amendment
application, and you may wish to review that material as background to the
current, rezoning proposal. The development proposal itself has been
substantially amended and copies of the current proposal are attached to
this report. That portion of the structure on the east side has been
reduced from six floors plus the dormtr space to three floors plus dormer
space. The southerly w.ng of the building has been reduced from six
floors to five floors, each with units occupying a portion of the gable
roof system, wl'th dormers providing light and air. This is similar to the
development of rooms in a typical one and one-half story houses, sometimes
referred to as "attic expansion".
3. Attached to this report is a revised statement from the Housing Alliance
describing the project in considerable detail, accompanied by reduced
drawings of the structure and site plan. Also attached is a copy of a
summary sheet indicating the various nunbers relating to density, setbacks,
parking, and living unit numbers, type and size.
4. Wle have encouraged the applicants to meet with representatives of the
neighborhood, and such a meeting has been requested by the neighborhood,
and will be held on Tuesday, 6 March► the night before the Planning
Commission meeting. The neighbors in their letter to the architect,
requested certain information. The architects indicate they were not able
to get all the information together for a meeting prior to that time.
Hopefully, at that meeting, some of the neighborhood's concerns can be
resolved.
