HOLMES
As per our conversation today, on behalf of the Dousing Alliance, Inc., we have
been requested to prepare the tax increment financing plan and to coordinate with
the City an appropriate timetable for the required city meetings and public
hearing. In a separate letter which should be received by the City today, the
developers have agreed to bear the costs associated with the tax increment plan.
The developers are under certain time constraints due to the additional expenses
necessary to continue the option on the building site. A public hearing in August
would alleviate that concern.
Our recommended timetable in order to meet this deadline is as follows:
1. Completion of a tax increment financing plan and related resolutions by July
13.
2. Presentation of the proposed tax increment financing plan at the July 16th
City Council meeting and adoption of a resolution setting the public hearing
date.
3. Submission of the tax increment financing plan to the school and county
boards for their approval.
4. Publication of the public hearing notice at least 10 days and not more than
30 days prior to the public hearing.
5. Review by the Cityts planning commission prior to the public hearing
including their statement of findings of compliance with the comprehensive
plan.
The final step in the City approval process would be the establishment of the
municipal development district and tax increment financing district at the City
r
