We met with Walter Hartmann and Lisa Lorimer of Holmes and Graven on <br />Thursday, 19 July, at our office to review their draft of a proposed <br />tax increment program for the Housing Alliance elderly housing proposal <br />recently approved by the City near the southeast corner of County Road <br />B and Dale Street. We had met previously with them at the City Hall <br />with other staff members at which time we discussed the elements of the <br />program (without a draft) and suggested the following guidelines: <br />a. That the financing of the project be limited to the proposed first <br />stage consisting of 60 units so as to eliminate possible failure of <br />the program if the second stage (70 units) were for any reason not <br />constructed. <br />b. That the program not include a land writedown <br />C. That out of a long list presented as possible improvements to be <br />done with tax increment funds, we suggested that funded items <br />include only improvement of the soil conditions, the routing of the <br />storm drainage through the site, and construction of a pathway <br />along County Road B (including 300 feet of frontage of park land to <br />be dedicated to the City). <br />We spoke with Charles Honchell on Friday, 20 July, about the <br />pathway and we both agree that it would be advisable to extend the <br />pathway from Cohanssey westerly to the Mueller -Ries site (corner of <br />B and Dale), so as to enhance the ability of the neighbors and the <br />occupants of the elderly home to get to the nearby shopping center, <br />the nearby shopping center location being one of the good reasons <br />for placing the elderly housing development on this site. We have <br />thus instructed Walter Hartmann to include the cost of the <br />additional 500 feet of right-of-way (ten feet ,ride along the <br />residential lots where the additional dedication for County Road Be. <br />has not been accomplished and the cost of the hard surfacMr. <br />Honchell informs us that the pending City budget includes (at 'Least <br />
