PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT:, <br />LOCATION: <br />ACTION REQUESTED: <br />PLANNING CONSIDERATIONS: <br />11 July 1984 <br />1516-84 <br />Jeffr-y Nie? ien <br />West of Rice -Greet, East of <br />Albermarle Street, Northerly of Elmer <br />Street (see sketch) <br />Approval of Lot Division <br />Variance to Parking Setback <br />1. The property in question has 220 feet of frontage on Rice Street, and is <br />proposed to be occupied by two office buildings. The applicant p <br />rooses <br />to divide the land into two 110 foot lots with the division going through <br />the center of the parting area. <br />The easterly portion of the parking area will be constructed with the <br />first building and the westerly portion will be constructed with the <br />second building. The first building will be on the northerly lot and the <br />second building will be on the southerly lot <br />due to <br />the existence of a ponding area in the southeastscornerg of e the at ssite as <br />indicated on the attached site drawings. <br />2. The variance to the parking setback is required inasmuch as the property <br />line runs down the middle of the parking lot and there will be no setback <br />for parking to this common lot line. <br />This is not but will require the filing of cross easements on anunusual <br />property so meat, <br />users of either buildingcan Y that <br />is important that these easement be einhplace dboth for the e of the efirs rty line. It <br />ing <br />area to be constructed and for the second, prior to any sale of kthe <br />property so that the second parking lot c.n legally be built on both lots, <br />and utilized in perpetuity. <br />3. This property is characterized by some unusual and difficult drainage <br />problems which David Drown, Assistant City Engineer, offers the following <br />advice regarding the drainage situation: <br />An overall drainage plan for this site together with the site <br />immediately to the north (Case Number 1517) has been prepared which <br />shows how the internal drainage of this whole area is to function. <br />That drainage plan has some minor problems but appears to be workable. <br />However, this entire area formerly functioned as a low ponding area <br />for the neighborhood. With the proposed construction, additional <br />water will be discharged at high rates down the west Rice Street bitch <br />system. In the recent rainfalls, this ditch system could not contain <br />the runoff. With this in mind, the applicant proposes to petition the <br />City of Roseville to construct a storm sewer system along Rice Street <br />to serve his development. This would be an assessment project and, as <br />such, would require preparation of a feasibility study and public <br />
