PLANNING REPORT <br />DATE: 1 August 1984 <br />CASE NUMBER: 1524-84 <br />APPLICANT: Royal & Juanita Grayden <br />LOCATION: Northeast Corner of Capital View Drive <br />and Western Avenue <br />ACTION REQUESTED: Approval of Preliminary Plat <br />PLANNING CONSIDERATIONS: <br />1. Attached is a copy of a survey prepared by Georgi-Schmidt & Associates, <br />Inc. indicating the proposed subdivision of an existing large single <br />family lot at the northeast corner of Capital View Drive and Western <br />Avenue. This proposal is to divide the existing parcel into three single <br />family lots, one of which will contain the existing home. Staff has met <br />with the applicant, and suggests that the proposed division appears <br />reasonable considering the limitations of the lot size and location of the <br />existing home. <br />2. The lot frontages will be 76 feet, 78.17 feet, and 88.46 feet. The .lots <br />appear to be in scale with the existing single family lots in the area. <br />Though the minimum lot frontage in Roseville is 85 feet, the division of <br />existing large single family lots has resulted in many lots varying <br />generally from 70 feet to 85 feet. <br />3. Your engineering staff makes the following comments with respect to this <br />proposal: <br />a. Ten foot roadway dedication is needed on the south property line of <br />the subdivision. Total right-of-way of 50 feet is needed. <br />b. Additional charges will become due for storm sewer, sanitary sewer, <br />and water. <br />C. Sewer service -o the northern -most lot should be directed to the <br />public sewer in the north. However, no topographic information is <br />provided to ascertain if there is sufficient cover to use this sewer. <br />In addition, an easement will be needed from the property to the north <br />to pro,,,?de access to this public sewer. The City will acquire this <br />easemen-:, but the subdivider is responsible to pay the costs. <br />d. We would recommend no action on the final plat until topographic <br />information is provided for staff review in accordance with the <br />Subdivision Ordinance. <br />4. If approved, the Planning Commission and Council may wish to consider the <br />following conditions: <br />a. Ten foot dedication of right-of-way on the north side of Capital View <br />Drive. <br />b. Payment of costs to acquire sanitary sewer easement by the City, <br />subject to engineering staff approval of provisions for utilities. <br />
