CONSULTING PLANNERS
LANDSCAPE ARCHITECTS
300 FIRST AVENUE NORTH
SUITE 210
MINNEAPOLIS, MN 55401
612.339.3300
8 May 1987
Craig Waldron
Economic Dev. Director
City of Roseville
2660 Civic Center Drive
Roseville, MN 55113
Dear Craig:
Enclosed are two copies of a record listing approximately one dozen meetings
held during Roseville Planning Office Hours. These meetings were in regard
to the First Minnesota Federal Savings and Loan and the Kugler site to the
west, which Minnesota Federal ultimately acquired. This document enclosed
records our last meeting on March 17, 1987, to a meeting held December 12,
1984. Researching these records took longer than anticipated because most of
the maps accompanying each memo this past year were printed too light to
be readable. Thus, we went back to the originals filed with the City (where
these copies were printed) to get new, readable copies. These maps give us
the index to find the record of meetings relating to particular properties.
On one of the enclosed copies of the meeting records, we have highlighted
some of the significant information, particularly as it relates to our oft
repeated recommendation that First Minnesota (previously Minnesota Federal)
purchased the Kugler site. You will note that the subject o, zoning was
discussed at our last meeting when a preliminary site plan was presented. At
no time had we implied that the B-1 zone (which Kugler was zoned) was
appropriate for the Bank expansion.
The communication from First Minnesota seems to suggest that the City
forced them into buying the Kugler property. This, of course, is not true. It
is true that we were encouraging them to purchase the property since the
time we learned the land would be available. The memo claims that David
Drown misinformed them regarding the zoning. 1, personally, doubt that since
the zoning map clearly indicates the land has been zoned B-1 since the days
when the museum was originally constructed in the early 1960s. Mr. Drown
nor anyone else would have had no basis for assuming the zones were the
same on the Minnesota Federal property and the Kugler property.
