Director <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Dear Craig: <br />Enclosed are two copies of a record listing approximately one dozen meetings <br />held during Roseville Planning Office Hours. These meetings were in regard <br />to the First Minnesota Federal Savings and Loan and the Kugler site to the <br />west, which Minnesota Federal ultimately acquired. This document enclosed <br />records our last meeting on March 17, 1987, to a meeting held December 12, <br />1984. Researching these records took longer than anticipated because most of <br />the maps accompanying each memo this past year were printed too light to <br />be readable. Thus, we went back to the originals filed with the City (where <br />these copies were printed) to get new, readable copies. These maps give us <br />the index to find the record of meetings relating to particular properties. <br />On one of the enclosed copies of the meeting records, we have highlighted <br />some of the significant information, particularly as it relates to our oft <br />repeated recommendation that First Minnesota (previously Minnesota Federal) <br />purchased the Kugler site. You will note that the subject o, zoning was <br />discussed at our last meeting when a preliminary site plan was presented. At <br />no time had we implied that the B-1 zone (which Kugler was zoned) was <br />appropriate for the Bank expansion. <br />The communication from First Minnesota seems to suggest that the City <br />forced them into buying the Kugler property. This, of course, is not true. It <br />is true that we were encouraging them to purchase the property since the <br />time we learned the land would be available. The memo claims that David <br />Drown misinformed them regarding the zoning. 1, personally, doubt that since <br />the zoning map clearly indicates the land has been zoned B-1 since the days <br />when the museum was originally constructed in the early 1960s. Mr. Drown <br />nor anyone else would have had no basis for assuming the zones were the <br />same on the Minnesota Federal property and the Kugler property. <br />
