?660 CIVI(: CctIT-R r.7"/'
May 20, 1987
Mr. Bruce Bednarek
Assistant Vice President
First Minnesota Savinga Bank
690 16th Avenue
Hopkins, Mtn 55343
Dear Mr. Bednarek:
Oc(_Dvllle
I1!4NS071 .551'
Thank you for your letter of March 30, that discussed your
concerns relating to your drive -up project in Roseville. I have
had the opportunity to extensively review the memoranda of our
Planner, relating to each meeting that occurred with First
Minnesota. it certainly appears that in no instance did the City
force First Minnesota into purchasing the Kugler project. In
every instance in which the parking difficulty and the potential
Kugler solution was discussed, the City only sugges'-ed or encouraged
that such a purchase would be the most reasonable solution.
with respect to the misinformation relating to the proper zone,
Mr. Dahlgron clearly states in his memorandum that the first
Minnesota parcel was zoned B-2 and the Kugler parcel B-1, thus
rezoning was required. Mr. Dahlgron has further informed me that
If the zoning question were under discussion, it would have been
Dahlgron's interpretation of the zoning requirements, not Mr.
Drown, who was the City's Assistant Engineer.
The City certainly regrets any misunderstanding that may have
occurred with respect to your project. You are a valuable asset
to the Roseville business community, and we look forward to a
long working relationship with you in this community. I wish you
the best with your expansion plans,
Sincorely,
James F
Andre
City Manager
cc: Dann Wiski, Mayor
