I have <br />had the opportunity to extensively review the memoranda of our <br />Planner, relating to each meeting that occurred with First <br />Minnesota. it certainly appears that in no instance did the City <br />force First Minnesota into purchasing the Kugler project. In <br />every instance in which the parking difficulty and the potential <br />Kugler solution was discussed, the City only sugges'-ed or encouraged <br />that such a purchase would be the most reasonable solution. <br />with respect to the misinformation relating to the proper zone, <br />Mr. Dahlgron clearly states in his memorandum that the first <br />Minnesota parcel was zoned B-2 and the Kugler parcel B-1, thus <br />rezoning was required. Mr. Dahlgron has further informed me that <br />If the zoning question were under discussion, it would have been <br />Dahlgron's interpretation of the zoning requirements, not Mr. <br />Drown, who was the City's Assistant Engineer. <br />The City certainly regrets any misunderstanding that may have <br />occurred with respect to your project. You are a valuable asset <br />to the Roseville business community, and we look forward to a <br />long working relationship with you in this community.
