t <br />required to submit safety data sheets and a more <br />specific description of the chemical characteristics of <br />the waste, so that all constituents and amounts <br />identified. <br />The WCS is initially reviewed by a trained chemist <br />employed by the Operator to determine whether the <br />described waste can in general be treated/stored at the <br />Facility based upon its physical and chemical <br />properties. The chemist's review is based on <br />operations reports and permits governing the Facility. <br />If the characteristics are such that the material <br />cannot be treated/stored at the Facility, the WCS will <br />be re j ecte:d and the generator notified. <br />All WCS's are reviewed to insure that the proposed <br />method of treatment is compatible with the waste <br />material and no adverse affects to human health or the <br />environment will occur if the waste is handled in the <br />proposed manner. Decision -making guidelines are used <br />to evaluate the WCS's. <br />The review of each WCS includes: <br />(a) Initial review for completeness and technical <br />merit; <br />(b) Determination of whether the data is adequate to <br />specify the exact treatment/storage mode and <br />whether or not the material is a suitable <br />candidate based on Facility technologies and <br />current permits and law; <br />(c) Determination of whether a sample is required for <br />further testing. An initial sample may not be <br />required for wastes of a routine nature, subject <br />to.an indepth analysis with the first waste <br />shipment. A sample will always be obtained and <br />analyzed, however, when any question arises <br />concerning the treatability of a new waste, or if <br />1 <br />hazardous characteristics or unique properties <br />are disclosed in the WCS. <br />(d) The Operator's laboratory performs specific <br />chemical and physical analytical work in relation <br />to the sample and transmits a full report to the <br />Operator with a recommendation as to capability <br />to process the waste and recommended treatment <br />process. <br />(e) The treatment/disposal mode for acceptable wastes <br />is determined at the conclusion of the review. <br />At this time, the process routing and required <br />24. <br />
