NOWLIN "'' `43
Mr. Jim Andre
City Manager
City of Roseville
2660 Civic Center Drive
Roseville, Minnesota 55113
Re: Metropolitan Recovery Corporation
Special Use Permit
Dear Jim:
The Metropolitan Recovery Corporation (MRC) as you are aware was granted
a Special Use Permit for the development of a central metals recovery
processing facility in March 1985. This permit was renewed in August 1985.
I write to request an additional extension of this permit for at least
a six month period. MRC has made significant progress in its efforts
to developfle- technology for this facility and
the
Waste Permit Applications. This effort has taken rapare considerablessary amount
of time. MRC expects to obtain a draft RCRA Part-B Facility Permit from
the Minnesota Pollution Control Agency and the Environmental Protection
Agency by September or October of this
year., The application for this
permit was submltte in ate 1985. Once this permit is received it is
anticipated that construction will be initiated following the receipt of
site plan and building permit authorization. -----
I have enclosed a copy of the currell- project work plan which staa:?s the
MRC schedule for the various activities. In response to this scheduling,
the Metropolitan Waste Control Commission in January approved an extension
of the project completion date to September 8, 1987 to allow further
engineering work to develop additional metals recovery processes for
the facility. The prospects for the development of the facility remain
favorable. MRC will be submitting its application for Industrial
Revenue Financing to the Minnesota Department of Energy and Economic
Development in April and it expects to complete the site purchase in
May of 1986.
MRC would like to schedule a briefing for staff members and city officals
with regard to the facility and the RCRA Part-B application some time in
late March. Gary Dodge will be calling to make more specific arrangements,
