PLANNING REPORT <br />DATE: 3 October 21984 <br />CASE NUMBER: 1543-84 <br />APPLICANT: Belair Builders, Inc. <br />LOCATION: Southeast Corner of Roselawn Avenue <br />and Lexington Avenue <br />ACTION REQUESTED: Amendment to the Comprehensive Plan <br />Rezoning from R-1 and B-1 to B-2 <br />Vacation of,Right-of-Way <br />Variance to Parking Setback <br />PLANNING CONSIDERATIONS: <br />1. Attached is a copy of the site plan prepared by Winsor/Faircy Architects, <br />Inc. indicating the proposal to develop a new supermarket for Knowlan's, a <br />long time Roseville facility at one time located up on County Road B. The <br />site is put together from a number of parcels, some of which require <br />rezoning from R-1 to B-2 and from B-1 to B-2. Attached is a sketch we <br />have prepared indicating the existing zoning in the area and that which is <br />proposed. <br />2. The site is somewhat small, and is reduced further by the fulfillment of <br />the requirement of the dedication of an additional 16.5 feet of <br />right-of-way for the east side of Lexington Avenue. The required parking <br />for the 21,230 square foot proposed structure would be 106 spaces, and 108 <br />spaces are provided in the plan. To accommodate this parking, however, <br />the applicant is proposing a reduction in the setback required for parking <br />contiguous to a public right-of-way from the required 15 feet to 8.5 feet. <br />On the north side contiguous to Roselawn, the 15 foot requirement is <br />maintained. <br />3. It would appear the site will work relatively well in terms of its access <br />with the proposed driveways developed as far as practical to the east on <br />Roselawn and to the south on Lexington Avenue. The required 10 feet of <br />space between contiguous residential properties (R-3 on the south and R-1 <br />on the east) can be provided. The Ordinance requires that this 10 feet be <br />extensively landscape and/or screened with a fence. This is an automatic <br />requirement in all business zones. <br />4. One of the concerns with the proposal is with respect to a series of <br />proposed street easements that have been acquired on the alignment of the <br />east property line of this parcel. These easements were established over <br />a period of time so as to ultimately provide for the construction of a <br />north -south street to develop the deep residential lots principally to the <br />south. If this proposal is developed as planned, this street cannot be <br />constructed northerly to Roselawn. Perhaps the results of the public <br />hearing will be helpful in determining the extent to which this street is <br />still viable for property owners in the area. It would appear that this <br />street could constitute a cul-de-sac coming north of Ruggles Street and <br />thus would not affect the proposal under consideration. <br />
