ROSEDALE NIARKETPLACE TRAFFIC STUDY <br />;JANUARY 23, 1989 <br />EXECUTIVE SUMNIARY <br />The investigation of traffic issues related to the proposed <br />Rosedale Marketplace Shopping Center involved three primary <br />issues: <br />1. The number of trips generated by the development <br />2. The direction of approach (trip distribution) <br />3. Traffic operations at the site access points <br />With respect to trip generation characteristics, standard trip <br />rates from the Institute of Transportation Engineers' Tri <br />Generation Manual were used because they appeared to be <br />reasonable for this development. <br />The direction of approach used for the Marketplace site was the <br />same as that used by the Rosedale Regional Shopping Center in the <br />analysis of its expansion. The data used are from traffic counts <br />taken in 1938. <br />There were two major traffic operations issues related to site <br />access. One major traffic operations issueinvolved the north <br />driveway to County Road B2. Properly designed, this driveway <br />will operate at a satisfactory level of service with a stop sign <br />controlling the exiting traffic. This driveway will not require <br />traffic signal control. <br />Of most concern was how to accommodate the traffic approaching <br />from the south during the critical p.m. peak hour. If a median <br />cut is not provided on Fairview Avenue, the southeast site <br />driveway would be restricted to right -in, right -out movements <br />only. Under this scenario, no major traffic problems are <br />expected at any of the site driveways or at the Fairview <br />Avenue/County Road B2 signalized intersection. <br />If a median ci:t is provided on Fairview at the southeast corner <br />of the Marketplace site, as recommended, a four -legged signalized <br />intersection would be created and site access will be improved. <br />The west leg, which would serve the Marketplace site, would be an <br />entrance only for customers. Entering traffic would not stop as <br />it reaches the parking area (although the other three internal <br />approaches to this "intersection" would stop). The fourth (east) <br />leg would be a relocated driveway serving the Rosedale Regional <br />center. ThE: number of northbound left turns at the <br />Fairview/Count), Road B2 intersection would be reduced, improving <br />its overall level of service. With the median cut, no major <br />traffic problems are expected at the adjacent signalized <br />intersections or at the north driveway to County Road B2. <br />1 <br />
