Several years ago, Northwestern College applied
ntedto whichheCity incl included f significant
for approval of a Planned Unit Deve p
changes in that portion of the college campus located al i cROded ithe
That PUD application and approval and subsequent app
siting of a new athletic facility, accommodation access and egexpanded
ess a fromthe
facilities, and the rerouting of roadway
campus. All access to the campus (a significant portion of vfhich is
in Arden Hills) is via access points off of Lydia Avenue in Roseville.
2. One of the features of the new access ®fanwas
to close
the end vehicular
Snelling
egress at the immediate intersectionLydiaY v
Avenue, but retain the west bound one-way access only.
A new access
point was added
and egress d somewhat to the west, featuring the
lace
construction of new perpendicular
of the existing diagonal access at driveways
e°ntersection drLydiaom
of Lydia and Snelling.
ut
The new access points to the west Were construc edf tbintathe original
access at the intersection of Lydia and 9
3. The City is now preparing plans for the reconstruction of Lydia
A venue
from Snelling Avenue westerly. In accordance with the approved
the egress leg will be closed and the xisting access drive that angles
northwesterly into the site will be retained.
4. Attached is a cagy of the constructionimprovements fored file bstreet. Ty the! ihe
ty
Engineering Staff showing the proposed p
driveway to be retained is shown in bold lines and type. You will note
that the access driveway crosses the corner at Fthe loat property. feet fOrominance
requirements are that the driveway
this
intersection of the right-of-way lines. The
left whets it College is seeking a
variance to allow the driveway to be
s.
5. The City's Engineering Consultants have looked at the intersection design
and concluded that the driveway boulndwtcefflc Manes don This is Snellingbecause
(much
of the distance to the south
greater than normal) and because there is a new median to be
constructed in Lydia Avenue, preventing left turns in the one-way
driveway.
6. Thus, it appears that the granting of the variance will not be a
problem and that the driveway access can be built as proposed on the
Engineer's drawing.
