rA <br />Metropolitan Council <br />300 Metro Square Building <br />Seventh Street and Robert Street <br />Saint Paul, Minnesota 55101 <br />Telephone (612) 291-6453 <br />Office of the Chairman <br />March 11, 1981 <br />TO: Metropolitan Area Local Officials, <br />Administra_-)rs and Citizens <br />The Metropolitan Council has adopted the attached Metropolitan <br />Council Guidelines for Reviewing Local Comprehensive Plan <br />Amendments. These guidelines will be used to review amendments to <br />city, township and county comprehensive plans prepared under the <br />1976 Metropolitan. Land Planning Act. <br />The guidelines require local governments to submit all but <br />"housekeepinq" amendments and changes to capital improvement <br />programs to the Council for review. The Council will notify the <br />local government within 10 days as to which level of review it will <br />conduct: <br />1. Proposed amendments with a potential impact on a metropolitan <br />system --sewers, transportation, parks, airports --will be <br />reviewed within 90 days of receipt. The local government cannot <br />adopt or implement such an amendment until the Council complates <br />its review. <br />2. A'_1 other proposed amendments are subject to a 60-dal Council <br />review and comment period for consistency with other regional <br />plans in the Council°s Metropolitan Develomment Guide (e.g., <br />housing, health solid waste). Proposed amendments with no <br />potential impact on a regional plan will be reviewed at the <br />earliest possible Council meetinq after receipt. A local <br />government can adopt and implement such amendments during the <br />review period. <br />The guidelines contain 10 criteria the Council will use to decide <br />whether proposed amendments have a potential impact on a metropol- <br />itan system. The criteria cover amendments that affect such things <br />as sewer capacity, standards for on -site sewers, acquisition of land <br />designated for regional parks or reserves, metropolitan airport. <br />functions, or functions of the metropolitan highway system. <br />A local government is also required to submit proposed amendments to <br />adjacent communities and affected school districts for comment. <br />In addition, the Council has decided to undertake an assessment of <br />the guidelines one year after all of the local comprehensive plans <br />have been received by the Council. <br />
