rA Metropolitan Council 300 Metro Square Building Seventh Street and Robert Street Saint Paul, Minnesota 55101 Telephone (612) 291-6453 Office of the Chairman March 11, 1981 TO: Metropolitan Area Local Officials, Administra_-)rs and Citizens The Metropolitan Council has adopted the attached Metropolitan Council Guidelines for Reviewing Local Comprehensive Plan Amendments. These guidelines will be used to review amendments to city, township and county comprehensive plans prepared under the 1976 Metropolitan. Land Planning Act. The guidelines require local governments to submit all but "housekeepinq" amendments and changes to capital improvement programs to the Council for review. The Council will notify the local government within 10 days as to which level of review it will conduct: 1. Proposed amendments with a potential impact on a metropolitan system --sewers, transportation, parks, airports --will be reviewed within 90 days of receipt. The local government cannot adopt or implement such an amendment until the Council complates its review. 2. A'_1 other proposed amendments are subject to a 60-dal Council review and comment period for consistency with other regional plans in the Council°s Metropolitan Develomment Guide (e.g., housing, health solid waste). Proposed amendments with no potential impact on a regional plan will be reviewed at the earliest possible Council meetinq after receipt. A local government can adopt and implement such amendments during the review period. The guidelines contain 10 criteria the Council will use to decide whether proposed amendments have a potential impact on a metropol- itan system. The criteria cover amendments that affect such things as sewer capacity, standards for on -site sewers, acquisition of land designated for regional parks or reserves, metropolitan airport. functions, or functions of the metropolitan highway system. A local government is also required to submit proposed amendments to adjacent communities and affected school districts for comment. In addition, the Council has decided to undertake an assessment of the guidelines one year after all of the local comprehensive plans have been received by the Council.
