E. <br />January 28, 1985 <br />MEMO <br />To: Ron Moorse <br />Fron.: James Dougherty, Fire Chief <br />Subject: Loehmann's Plaza Development <br />• <br />I would like to take a moment to again express my deep concern of the <br />proposed exits from Loehnmann's Plaza. Our concerns are threefold and <br />are as follows: <br />1. It is my understanding that the farthest north entrance <br />into Loehmann's Plaza is proposed to be directly across from <br />the apparatus apron at fire station number two on Fairview <br />Avenue with a marked turn lane to allow southbound traffic <br />to enter the Plaza. I sincerely hope that thi: arrangement <br />can be corrected. If allowed, my vehicles would have to <br />travel some distance against southbound traffic on an already <br />very busy street, if people were waiting to make a left turn <br />into the complex against northbound traffic. Conclusion: <br />the northernmost entrance on Fairview for Loehmann's Plaza <br />be changed to an "Exit Only" onto Fairview Avenue and that no <br />turn lane be constructed or marked in front of the emergency <br />vehicle apron at fire station number two. <br />2. It is also my understanding that there will possibly be <br />two additional traffic lights added to the area on American <br />Street and Fairview and on County Road B2. Conclusion: <br />that traffic lights that are added to this area be so con- <br />structed with emergency vehicle traffic control receivers <br />(Opticom) that they are working and functional at the same <br />time the lights are placed into service as not to cause delay <br />to emergency vehicles due to an increase in traffic from <br />both Loehmann's Plaza and Pavillion Place. <br />3. Currently, understudy by the Traffic Safety Committee of <br />the City of Roseville are concerned of increased traffic on <br />Fairview in front of fire station number two as spelled out <br />in my memo to the City Council dated January 4, 1985 (copy <br />attached). I am awaiting a reply from that Committee at this <br />time. <br />We wish to see that this development progresses, but we also need to be <br />able to function around it without undo hardship to my People in relation <br />to emergency vehicle operations and/or hardships that could be caused by <br />our delayed emergency response. <br />cc: Bruce Ryden <br />Deputy Chief <br />Chief Two <br />
