The property in question is a part of the Roseville Tax Increment Finance <br />District as amended. The City's Comprehensive Land Use Plan, as you will <br />recall, was amended to change the land use from Single Family to <br />Business. The amendment was approved by the Planning Commission and <br />Council and the Metropolitan Council. Since that time (and for some time <br />before), the City has been actively pursuing and encouraging the <br />development of the parcel for shopping center purposes. You will recall <br />that preliminary to these changes, the City has had a long term <br />understanding with the residents in the area that at the appropriate time <br />the City would support a program of removing all the residences and <br />converting the land to business use. <br />2. The applicant has successfully acquired purchase agreements for all the <br />properties, including the 17 existing homes in the area and now proposes <br />to rezone the land from R-1 to Shopping Center District, that' action <br />being one of the principal ingredients in the City's review and approval <br />process to develop the land in accordance with the amended Comprehensive <br />Plan and the Tax Increment District Plan. <br />3. The developers are Tanurb Development, Inc. out of Toronto, Canada, a <br />group which has successfully developed other shopping centers in Canada <br />and the United States. Representatives of this organization and their <br />consultants will be present at the Planning Commission and Council <br />hearings to elaborate on their background and the current development <br />proposal for Roseville. <br />4. The land to the south (Ross,dale Center) and the land to the east <br />(Pavilion Shopping Center) are currently zoned Shopping Center District. <br />Section 9.030 of the Shopping Center District regulations in the <br />Roseville Zoning Ordinance state: <br />
