-3pn- Date: JUG 10 1984 <br />Permit No: MN 0045896 <br />"Pursuant to the waiver provisions authorized by 40 CFP Part 123.6, this draft <br />permit is within the class, type and size for which the Regional Administrator, <br />Region V, has waived his right to review, object or comment on this proposed <br />permit action." <br />On the basis of preliminary staff review and application of applicable standards <br />and regulations, the Minnesota Pollution Control Agency proposes to reissue a <br />permit for construction and discharge subject to certain effluent limitations <br />and special conditions. Any construction that may be required in the existing <br />permit or in the proposed permit may not be commenced until the plans and <br />specifications are approved by the Director. <br />The proposed determination to issue the permit is tentative. Interested persons <br />are invited to submit written comments upon the proposed discharge. Interested <br />persons may also petition for a public hearing in accordance with 6 MCAR § <br />4.4011. Comments or petitions for public hearings should be submitted in person <br />or by mail no later than thirty (30) days after the public notice of this <br />application is issued. All <br />comments received no later than thirty (30) days after the public notice is <br />issued will be considered in the formulation of final determinations. The <br />Minnesota Pollution Control Agency will issue final determinations in a timely <br />manner after the expiration of the public comment period. <br />Public notice of the plans and specifications is discretionary with the <br />Director, but in all cases a letter notice will be sent to all persons who <br />indicate an interest in the plans and specifications. <br />The application, proposed permit (including proposed effluent limitations and <br />special conditions), comments received, and other documents are available for <br />inspection and may be copied anytime between 9:30 A.M. and 3:30 P.M., Monday <br />through Friday. Copies of the public notice (and corresponding fact sheet, if <br />applicable) are available at the address shown above.
