Mr. Paul 0 0
Pink -6- October 20, 1983
ABILITY OF SITE PLAN TO MEET ACCESS AND CIRCULATION NEEDS
The staff of Benshoof and Associates and Paul Pink and
Associates -worked closely together to develop the site plan
in response to pertinent needs and objectives expressed by
City staff and development team members. Three items of par-
ticular importance are:
• The need for traffic to maneuver smoothly onto the site
to avoid traffic from backing up on the public roadway
system.
• The need for safe and understandable circulation on site.
o The need for the circulation system to effectively serve
and relate to the parking layout on site.
Several alternatives were analyzed; as a result of this ana-
lysis the plan shown in Figure 3 is recommended. Two of the
major features of the recommended plan are as follows:
This scheme is specifically designed to encourage traffic
from County Road B-2 to turn right into an exclusive lane
which serves the upper and lower parking levels effec-
tively. With this arrangement, it is highly unlikely
that development traffic would back up onto County Road
B - 2 .
• The parking layout has been designed to be simple and
understandable for entering traffic so that such vehicles
could conveniently enter the parking aisles.
On an overall basis we are confident that the proposed plan
will provide safe and effective traffic operations.
