Mr. Paul 0 0 <br />Pink -6- October 20, 1983 <br />ABILITY OF SITE PLAN TO MEET ACCESS AND CIRCULATION NEEDS <br />The staff of Benshoof and Associates and Paul Pink and <br />Associates -worked closely together to develop the site plan <br />in response to pertinent needs and objectives expressed by <br />City staff and development team members. Three items of par- <br />ticular importance are: <br />• The need for traffic to maneuver smoothly onto the site <br />to avoid traffic from backing up on the public roadway <br />system. <br />• The need for safe and understandable circulation on site. <br />o The need for the circulation system to effectively serve <br />and relate to the parking layout on site. <br />Several alternatives were analyzed; as a result of this ana- <br />lysis the plan shown in Figure 3 is recommended. Two of the <br />major features of the recommended plan are as follows: <br />This scheme is specifically designed to encourage traffic <br />from County Road B-2 to turn right into an exclusive lane <br />which serves the upper and lower parking levels effec- <br />tively. With this arrangement, it is highly unlikely <br />that development traffic would back up onto County Road <br />B - 2 . <br />• The parking layout has been designed to be simple and <br />understandable for entering traffic so that such vehicles <br />could conveniently enter the parking aisles. <br />On an overall basis we are confident that the proposed plan <br />will provide safe and effective traffic operations. <br />
