MINNESOTA SOLVENTS & CHEMICALS CORPORATION <br />2340 ROSE PLACE o ROSEVILLE, MINN. 55113 ® (612) 636-3311 <br />April 17, 1989 <br />The Mayor and City Council <br />City of Roseville <br />Roseville, MN 55113 <br />Mr. Rick Jopke, Planning and Zoning Administrator for the City of Roseville, <br />has suggested that I write to you concerning our application for installation <br />of an ethyl alcohol drying unit. <br />We are a chemical distributor and have been doing business at our Roseville <br />address since early in 1976. It is our plan to add a small building on our <br />present premises to house a dehydrator for the purpose of drying ethyl alcohol. <br />The alcohol would come into our, premises at 95% (1901 proof) and be dried to <br />100% (2000 proof). This is accomplished in a closed system consisting of only <br />ethyl alcohol and water. The product from this unit is a fuel quality ethanol <br />which we sell to gasahol blenders. This extends the volume of gasoline avail- <br />able in this area while providing the benefits of increased octane value as <br />well as reducing emissions. <br />Since the summer season represents the peak demand for motor fuels, time is of <br />the essence. In addition, supplies of 200' proof fuel grade ethanol may be <br />quite limited this summer driving season since supplies are currently snug. <br />We would be using alcohol derived from locally drown corn to fulfill most of <br />our needs. The availability of this additional alcohol could be the difference <br />between normal supply and expected shortages. <br />Normally hearings by the City Council and Planning Commission would necessitate <br />that we could not install and operate this equipment until possibly August. <br />We respectfully request that we be given a temporary operating permit for this <br />equipment until a permanent permit can be issued. It would be our intent to <br />erect and operate this unit in full compliance with fire and zoning codes. <br />As a corporation we are very pleased with the relationship we have enjoyed with <br />the city of Roseville.
