MINNESOTA SOLVENTS & CHEMICALS CORPORATION <br />2340 ROSE PLACE • ROSEVILLE, MINN. 55113 • (612) 636-3311 <br />May 1, 1989 <br />The Mayor and City Council <br />City of Roseville <br />This letter is written in compliance with section 21E of the application for <br />special use permit and is in support of our request that a special use permit <br />be issued. <br />Minnesota Solvents and Chemicals Corporation has been in business since July <br />of 1971 and at our present location since March of 1976. We are chemical <br />distributors, we buy chemicals including ethanol and resell them. In addition <br />we blend solvents to create specific mixtures as requested by customers to <br />perform specific functions of solvency or rate of evaporation. At the time <br />of our move to Roseville, there were five employees. Today there are <br />eighteen and it is likely that near future expansion will increase this <br />number further. <br />Supplies of 100% ethanol fuel grade are sometimes erratic. In order to <br />assure ourselves of a continuous economical supply, it is necessary for us <br />to install a rectifier/molecular sieve which is the subject of this appli- <br />cation. The function of this unit is to dehydrate the more readily available <br />95% ethanol to 100% ethanol. This is accomplished <br />a hdverylowB.O.D.ator <br />by filtering <br />out <br />the <br />water <br />near <br />in an enclosed system. The water byproduct <br />zero) which allows it to be sewered. <br />The use of ethanol in motor fuels expands the amount of available fuel by <br />10% and at the same time decreases harmful emissions to the air. The use of <br />locally grown corn to produce this ethanol creates a significant market for <br />our farm economy. Currently, Minnesota is <br />self-sufficient <br />tiin fuel <br />of grade <br />ethanol and must import supplies from out <br />o <br />is <br />unit will help alleviate this situation. <br />It is our plan that the northeast portion of our property be left as long as <br />possible as a green area. The northwest corner is pledged to the City of <br />Roseville as a turn -around area for vehicles, specifically fire trucks, <br />should the City elect to so develop it. <br />Excess steam from our boiler can be used to clean our tank trucks and to <br />clean drums for re -use. It is our intent to install equipment to perform <br />these services in the area adjacent to the proposed installation. Thi,, area <br />is so noted on our site plan. <br />In addition we have reached our capacity for our warehouse and we will <br />require the addition of additional space for storage.
