The company was issued the necessary occupancy permits by the City <br />and was allowed to proceed with its business operations. <br />4. Despite recent ,attempts by both City officials and company <br />Officials to locate any special use permit which would have been <br />issued in 1975. no such permit has been located. <br />Notwithstanding the above and without Waiving any rights that Minnesota Solvent <br />& Chemical Corporation has acquired as a result of the above referenced facts, <br />my client has and will continue to seek a special use permit from the City of <br />Roseville for the continued, storage and distribution as wall as the now <br />dehydration process which they are seeking to implement. <br />There Is no question that the process of dohydraatton of they ethanol through the <br />use Of a molecular sieve is completely compatible and consistent with the <br />permitted uses in the Industrial tone. T would submit for your consideration, <br />however, that Section 10.290v Subd. 13 may ba the more appropriate section of <br />the coder under which such a spacial use permit might be issued. Particularly in <br />light of the fact that it is related to the processing of a flamablea liquid <br />which is not gasoline or oil. <br />To resolve any questions that may arise In the future, my client is requesting <br />that a special uasa permit ba issued specif'1c&lly for the dehydration of the <br />ethanol and Include, despite the fact that Sao= foal it is not necessary, <br />Permission to continue storing and distributing the ethanol. <br />Again, by cooperating with they City in this proccassp.
