Zi voseville City Council Minutes Page 4 August 14, 1989 c-3 Matson moved, Cushman seconded, that Minnesota Sol- MINNESOTA vents and Chemicals Corporation request for Special SOLVENTS AND Use Permit at 2340 Rose Place be approved with the CHEMICALS following cond'_cions: CORPORATION 1. That the required curb, gutter, front parking and driveway areas be curbed and paved by the end of 1989. 2. That both containment areas be constructed by the end of 1989. 3. That the remaining driveway area in the rear of the yard be paved by the end of Calendar Year 1990. 4. That the drainage pond be constructed by end of -i Calendar Year 1990. 5. That the existing containment area can continue to be utilized pending review by the Engineering staff with respect to the effectiveness of the slope and the platform in terms of its ability to contain spills. 6. That the railroad car area containment facility be constructed and kept in compliance with applic- able regulations. 7. That soil tests, as may be required by State law, be conducted on site to analyze the potential. of existing contamination. The type of test, results i and possible actions shall be reviewed and approved by City staff. 8. That a performance bond for. the 1990 improvements be issued to the City. The bond will be released in increments as said improvements are completed. Roll Call, Ayes: Johnson, Kehr, Cushman, Matson, and Rog. Nays: None. Nays: None. =-5 Johnson moved, Cushman seconded, that the hearing on SPECIAL P-85-20C, East Cleveland Frontage Road, between West ASSESSMENT Perimeter Road and County Road B-2, bituminous paving PUBLIC and concrete curb and gutter, be continued to the HEARINGS August 28, 1989 City Council meeting.
