Keel, Assistant Public Works Director <br />4k <br />Re: Site drainage of Roseville Chevrolet <br />Date: April 19, 1989 <br />At its April 10, 1989, meeting, the city council considered the <br />vacation of right-of-way of County Road C-2 from Long Lake Road <br />to 35W. It is proposed that the vacated land be developed fo- <br />additional parking for Roseville Chevrolet. <br />At its April 5, 1989, meeting, the Roseville Planning Commission <br />considered this same vacation. They recommended approval of the <br />vacation with the condition that the vacated land be paved and <br />that curb and gutter be installed around the perimeter of not <br />only the vacated site but the existing Roseville Chevrolet site. <br />In order to assess the necessity of the curb and gutter, the <br />council has requested that engineering staff review the site <br />drainage on both the C-2 right-of-way and the existing Roseville <br />Chevrolet site. <br />Attached is a copy o{: the city's aerial, topography map and a <br />site plan of Roseville Chevrolet showing the general drainage <br />patterns. No-e that this site is very flat but generally drains <br />easterly into a ditch system along 35W and then southerly to a <br />pond at the interchange of County Road C and 35W. <br />In order to install concrete curb and gutter around the existing <br />Roseville Chevrolet parking lot, our available information, short <br />of a detailed topographic survey, would suggest that some <br />regrading of the existing parking lot would be necessary to <br />insure proper drainage and continuity with the new concrete curb <br />and gutter. <br />With respect to the proposed vacated land, the new paved surface <br />can easily be graded to accommodate concrete curb and gutter and <br />provide good site drainage. In addition to drainage concerns on <br />the vacated land, it is necessary that the developer of the site <br />extend a storm sewer line which currently outlets .immediately <br />east of Long Lake Road through the new parking lot to the ditch <br />along 35W. An easement for this line must also be granted to the <br />city. In addition, a city watermain extends through the proposed <br />vacated land. An easement for this facility should also be <br />dedicated. Attached is an enlarged copy of section map with both <br />the watermain and storm sewer drawn on. A 20 foot easement for <br />each facility is highlighted in pink. <br />
