Mr. Dunn: <br />The staff of the Division of Air Quality of the Minnesota <br />Pollution Control Agency has completed a draft of the Indirect <br />Source Permit for the Rosedale/Welsh expansion. A co3y of the <br />draft permit is enclosed, as is its accompanying fact sheet for <br />your information. No public notice period is required for this <br />project, but I am issuing a draft permit to your company and the <br />other permittees to allow us to address any concerns about the <br />funding of the roadway improvements. Unless I hear otherwise <br />from you or the other permittees by December 14, the final permit <br />will be issued on that date.
