for construction of the following project under the conditions set forth herein. <br />A. The Rosedale/Welsh Subdivision Center (hereafter the <br />project) Is an expansion of an existing retail development, <br />Pavillion Place, In the City of Roseville. The project will <br />be located between Loehmann's Plaza retail center on the <br />we3t, Trunk Highway (TH) 51 (also known as Snelling Avenue) <br />on the east, and County Road 82 on the south. To the north <br />are residences which face Oakcrest Avenue. <br />The project will Include construction of additional retail <br />stores, restaurant space, shared mall space, and six <br />additional movie theaters. The types, units, and sizes of <br />land uses in the finished project are as follows: <br />TvDe Unit Size or Number <br />Retail Shops Gross Leasable Area 227,857 Square Feet <br />Theater Screens 13 <br />Restaurant Gross Leasable Area 6,130 Square Feet <br />Parking Spaces 1,570 <br />B. D9scription of Roadway Improvements <br />Recent road and traffic signal Improvements have been <br />completed in this area by Ramsey County, allowing better <br />access to and from the Rosedale Shopping Center directly to <br />the south across County Road B-2. Primary access to the <br />proposed Rosedale/Welsh Subdivision Shopping Center will be <br />from American Street. To provide a secondary access that <br />will provide right-In/right-out movements from westbound <br />County Road B-2, the second permittee will construct the <br />following roadway Improvements: <br />1. widening of the TH 51 southbound exit ramp to County <br />Road B-2 to provide a right -turn lane; <br />2. changing the existing condition from a yield with a free <br />right turn at County Road B-2, to a stop with a free <br />right turn; <br />3. Increasing the distance between the ramp and the new <br />entrance to the shopping center parking area; and <br />4. constructing a new right -turn lane on County Road B-2 <br />Into the project site. <br />The Issuance of this permit Is based on the assumption that <br />a number of roadway improvements will be completed by the <br />-2- <br />
