Peterson (720-3038) <br />September 27, 1988 <br />Gene Peterson was back with his son Randy and Bill Severs of <br />Construction 70, to discuss his proposed development for a Car-X <br />Muffler Shop to be located at the northeast corner of Snelling <br />and County Road B. This site is formerly occupied by Sinclair <br />Service station. Mr. Peterson had previously informed us that he <br />had purchased the Sinclair site, and intended now to discuss the <br />redevelopment of the total corner with the new owners of the <br />Roseville Car Wash who is Dick Page from the Wave Car Wash <br />organization. He indicated that he had discussed these concepts <br />with Mr. Page and that they were not interested in pursuing this <br />approach. <br />You will recall that previously plans had been prepared by KKE <br />Architects by Mr. Peterson's request indicating the- redevelopment <br />of the land involving the car wash, the. Sinclair station, and the <br />small office building to the north owned by Todd Young. The <br />incentive, you will remember, to redevelop in this corner <br />involves the releases of the service road land, and the rerouting <br />of the traffic to the west aide of the car waste which now <br />functions as the private entrance to which these businesses have <br />an easement running from County road B to Commerce Street. Based <br />on this discouraging reception (as reported by Mr. Peters-)nj he <br />proposes now to simply redevelop the Sinclair site with a new <br />structure with G bays on a small office for a muffler repair. <br />The problem here is that this building would require 22. parking <br />spaces and the site is so :mall that only 16 spaces can be <br />provided it the various setback requirements are net. .The site <br />is perhaps too small for this operation, though hie has the right <br />to proceed with a variance application if he so desires. Once a <br />new building is built on the Sinclair site, the opportunity for <br />redeveloping the area will be a loss. we :suggest that it would <br />be in the City's interest to pursue the rerouting of the traffic <br />in a more appropriate manner than is now the ease. Whether old <br />building: are torn down or redeveloped now or not:, we suggest <br />that the City take the lead in pursuing redevelopment options. <br />We suggested that with respect to the various proposals that Mr. <br />Paterson dive us 'data regarding the existing 17 Car-X stations in <br />the metropolitan area as their parking needs. We suggested that <br />this is perhaps the best evidence of the real parking <br />requirements at such a facility. <br />
