This letter outlines,the <br />complaint that your client Dorso 'Trailer has against NSP. <br />It is my opinion that the City of Roseville has no control over <br />this matter. The City has limited rights to control the location <br />of NSP equipment under certain circumstances. These rights were <br />obtained by the City under a franchise agreement between NSP and <br />the City. I enclose a copy of the franchise agreement that the <br />City of Roseville issued to NSP, wherein those rights are spelled <br />out.
