PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />2 November 1988 <br />1903 <br />Murphy Oil USA <br />LOCATION: Southwest Corner of County <br />Road r) and Dale Street (see <br />sketch) <br />ACTION REQUESTED: Variance to Canopy Setback <br />PLANNING CONSIDERATIONS: <br />1. When this station was built in 1968 it was the best designed service <br />station site in Roseville. It had three working service bays oriented <br />away from the street, canopies over the islands, and . relatively ample <br />space being 172 feet by 182 feet (after 10 feet of additional <br />right-of-way was dedicated for County Road B and Dale Street). In the <br />1940s and 1950s, service station sites were typically 125 feet by 125 <br />feet, increasing to 150 feet by 150 feet in the 1960s. The design, <br />availability of parking, and accessibility of the pump islands was a sort <br />of "state-of-the-art". <br />2. Attached is a reduced copy of a site survey indicating the existing <br />facilities. The site provides parking for a minimum of 19 cars. The <br />parking requirement for the station as originally built with three bays is <br />equal to four spaces plus three spaces per bay, equalling thirteen <br />spaces. <br />3. The convenience store devoted to retail sales measures approximately <br />748 square feet, which would require one space for each 150 square <br />feet plus four spaces for the station, equalling nine spaces. Titus, as <br />the station exists, there is more than ample parking. <br />4. The current proposal is to delete one of the pump islands on the east <br />side of the building and add a second pump island to the north side. <br />The revised site plan for this development is also attached: You will <br />note that three additional parking spaces are provided contiguous to the <br />walk next to the east side of the building. Murphy Oil USA proposes <br />to add a new canopy over the double lane pump islands on the north <br />side of the building, project the canopy 10 feet beyond the northerly <br />most pump island, and place the edge of the canopy within 25 feet of <br />the right-of-way. The canopy is, of course, a "structure" and requires a <br />30 foot setback from the street right-of-way. Therefore, the applicant <br />is applying for a variance to the 30 foot setback for the canopy in <br />order to cover each lane for the pump island north of the building. <br />5. These changes are to concentrate the gas sales on one side of the <br />building and to provide more convenient parking for convenience store <br />customers not purchasing gasoline. It would appear as though the <br />proposed changes are the best way to accomplish these objectives. <br />
