Bild <br />LOCATION: Northwest Quadrant of <br />Hamline Avenue and Terrace <br />Drive (see sketch) <br />ACTION REQUESTED: Approval of Special Use <br />Permit for Billiard and Video. <br />Entertainment Center <br />PLANNING CONSIDERATIONS: <br />1. <br />2. <br />3. <br />4. <br />Hamline Shopping Center was developed over 30 years ago and has <br />functioned as a local neighborhood center. About five years ago the <br />center was expanded for the development of an enclosed mall space.. <br />About two years ago a new office structure was added in the .northeast <br />quadrant of the site, replacing the gas station that was there. These ; <br />most recent improvements were made by Tom Willmus, owner of the <br />shopping center. <br />Now there is a proposal to develop a "family billiard and video <br />entertainment center" in the Hamline Shopping Center. The. applicant <br />proposes to provide 21 billiard tables and 15 video games, plus food <br />vending machines. They propose not to serve alcoholic beverages or <br />prepared food on premises. a <br />The billiard parlor is a Special Use in the B-3 District to which this <br />property is zoned. This use was established as a Special Use (subject <br />to a Special Use Permit) when the Ordinance was originally written <br />since at that time there were problems with these types of , <br />establishments. Frequently they were combined with bars and, depending <br />upon the clientele, sometimes constituted significant social problems. <br />As most of you know, that image has largely changed since billiards is <br />a family oriented and popular sport for young people. There are, of <br />course, still some pool halls that develop reputations for "nonsocial <br />behavior". <br />5. The applicant has submitted a short letter dated August 27, 1988 that <br />points out the basic proposal. Though the letter is straightforward with <br />the information as furnished, it does not mention such items as: <br />a) Experience in the operation of similar facilities; <br />b) Hours of operation; <br />c) Description of the typical clientele; and <br />d) Policies regarding "antisocial behavior" noted in some facilities in <br />the past. <br />
