REQUEST FOR COUNCIL ACTION ITEM NO.: Department A ro��al: Manager Reviewed: Agenda Section: Hearings Item Description: Gregory Bild request for special use permit for family billiard and video entertainment center at 2819 North Hamline Avenue. The Roseville Planning Commission at its October 12 ,s1988 meeting unanimously recommended approval of this particularp use permit. A condition was placed on this permit that would require a one year renewal to ensure that the business was operating without any problems. At the October 24, November 14, and November 24 meetings, this item was tabled. The first two meetings were tabled to allow the Police Departme^': additional time to research the request. The third tabling was based on the request of the applicant to allow time to find a different guarantor rhin ternorms of the financing. At this point in time, the applicant contacted the City regarding its search for a different guarantor. Two suggestions relating to the special use were suggested as follows: 1, Hours of operation: the business should close no later than 12:00 midnight unless after one year of operation, more than 50% of the gross receipts are derived from the amusement devices. If business isdefined with thegame ordinancehours should be changed to those consistent 2. After ten months of operation, Mr. Bild will be required to appear before the City Council for extension of the special use permit. The approval of the extension will be based on whether the business has operated without any problems. COUNCIL ACTION REQUESTED: Motion to approve/deny Gregory Bild's request for a special use permit for family billiard and video center at 2819 North Hamline Avenue with the aforementioned conditions if so desired. Motion to approve/deny Gregory Bild's application for licensing 21 pool tables, 15 amusement devices and one cigarette machine.
