REQUEST FOR COUNCIL ACTION <br />ITEM NO.: <br />Department A ro��al: Manager Reviewed: Agenda Section: <br />Hearings <br />Item Description: Gregory Bild request for special use permit <br />for family billiard and video entertainment <br />center at 2819 North Hamline Avenue. <br />The Roseville Planning Commission at its October 12 ,s1988 meeting <br />unanimously recommended approval of this particularp <br />use <br />permit. A condition was placed on this permit that would require a <br />one year renewal to ensure that the business was operating without <br />any problems. At the October 24, November 14, and November 24 <br />meetings, this item was tabled. The first two meetings were tabled <br />to allow the Police Departme^': additional time to research the <br />request. The third tabling was based on the request of the <br />applicant to allow time to find a different guarantor <br />rhin ternorms of <br />the financing. At this point in time, the applicant <br />contacted the City regarding its search for a different guarantor. <br />Two suggestions relating to the special use were suggested as <br />follows: <br />1, Hours of operation: the business should close no later than <br />12:00 midnight unless after one year of operation, more than <br />50% of the gross receipts are derived from the amusement <br />devices. If business isdefined <br />with thegame <br />ordinancehours should <br />be changed to those consistent <br />2. After ten months of operation, Mr. Bild will be required to <br />appear before the City Council for extension of the special <br />use permit. The approval of the extension will be based on <br />whether the business has operated without any problems. <br />COUNCIL ACTION REQUESTED: Motion to approve/deny Gregory Bild's <br />request for a special use permit for <br />family billiard and video center at 2819 <br />North Hamline Avenue with the <br />aforementioned conditions if so desired. <br />Motion to approve/deny Gregory Bild's <br />application for licensing 21 pool tables, <br />15 amusement devices and one cigarette <br />machine. <br />
