PLANNING REPORT <br />DATE: <br />7 December 1988 <br />CASE NUMBER: <br />1893 <br />APPLICANT: <br />Eleanor Gillespie <br />LOCATION: <br />East of Lakeview Avenue, <br />Between Woodhill Drive and <br />County Road C-2 (see sketch) <br />ACTION REQUESTED: <br />Division of Platted Lot <br />PLANNING CONSIDERATIONS: <br />1. This property has a frontage <br />of 180 feet on the east side of Lakeview <br />Avenue and a depth of 290 <br />feet. The existing house was constructed <br />at approximately the center <br />of the easterly half of the lot. Ten feet <br />is proposed to be dedicated <br />for additional right-of-way contiguous to <br />Lakeview, which has recently <br />been approved. No additional right-of-way <br />is required for Lakeview. <br />2. The proposal, as you will note <br />in the attached drawing, is to divide the <br />property into two parcels, one <br />of which would have 85 feet of frontage <br />in the northwesterly corner of <br />the site and a depth of 150 feet. Thus, <br />the lot area of the smallest <br />parcel (Parcel A) will be 12,750 square <br />feet. The minimum lot area <br />for such an interior lot according to code <br />is 11,000 square feet. The <br />proposed lot will obviously far exceed the <br />minimum lot requirements. <br />Though the lot arrangement is unique, it would appear as though the <br />proposal represents a logical way to utilize the significant portion of <br />the property for a new single-family home site. <br />4. Under the front yard <br />setback rules, <br />the house <br />to be constructed on <br />Parcel A will have to <br />be setback 40 <br />feet from <br />the public right-of-way <br />rather than the 30 feet normally <br />required. <br />The setback rule in <br />Roseville states that if contiguous lots have setbacks greater than 30 <br />feet, a new home shall <br />be placed in <br />line with <br />the existing homes, but <br />that such an alignment <br />shall not require the home to be setback more <br />than 40 feet. <br />5. The Engineering <br />Staff <br />notes that there <br />should be the provision for a 20 <br />foot easement <br />on the <br />easterly side of <br />this property where there is an <br />existing sewer <br />line. <br />The Staff notes <br />that there are existing utility <br />services in Lakeview <br />Avenue that can provide services to the new <br />developable lot <br />(Parcel <br />A). <br />
