, , <br />r <br />r <br />PLANNING REPORT <br />DATE: 5 October 1988 <br />CASE NUMBER: 1887 <br />APPLICANT: Dove Development <br />LOCATION: North of County Road B, <br />West of Victoria Street (see <br />sketch) <br />ACTION REQUESTED: Planned Unit Development, <br />Preliminary and Final Plat, <br />Variance to PUD Minimum Size <br />PLANNING CONSIDERATIONS: <br />1. Mr. Marvin Tramm of Dove Development has spent a considerable <br />amount of time this past year attempting to develop the property in <br />question. The initial parcel is part of the Nellie Bufton Estate and <br />consists of a rectangular piece of property with 134.73 feet of frontage <br />on County Road B. Added to the tract was a tax forfeit piece in the <br />far northwest corner of the proposed development site. In addition <br />there is a lot consisting of 80.87 feet of frontage on Victoria Street <br />owned by Sheila Olson. Altogeti these parcels measure 71,772 square <br />feet. Six lots are proposed, two of which have existing houses on the. <br />sites. The average lot in the PUD is 11,962 square feet which exceeds <br />the 11,000 square foot R-1 minimum lot size. <br />2. Mr. Tramm has proposed various methods of developing the land, the <br />first of which was a public street constructed where a private <br />cul-de-sac is proposed to be built. He attempted to interest neighbors <br />to the east in dividing their land to create a series of lots along the <br />east side of this proposed cul-de-sac. Not all of the neighbors wished <br />to do this, therefore, the construction of a public cul-de-sac was <br />abandoned. <br />3. The current proposal is. a Planned Unit Development for single-family <br />housing. It is most similar to the development proposed and approved <br />by the City for Jim Casey on an area further south on Victoria. <br />4. Under a Planned Unit Development, a private roadway can be <br />constructed and owned jointly by the properties served. These owners <br />vdill be members of an association to maintain the private street. This <br />technique is common in multi -family development and is being used <br />more and more for single-family and duplex development. <br />5. Mr. Tramm has submitted larger scale drawings of the homes he <br />anticipates building on the sites. These drawings were not reduced in <br />scale, therefore, they will not be included in this report, but they will <br />be available at the hearing. <br />6. Attached is a letter from Mr. Tramm, as well as a reduced copy of <br />the development plan that did not reproduce well.
