Butler Paper Company, Case No. 1884 Page 3 <br />5. You will note on the site drawings that the proposed <br />parking expansion is indicated to be a 6 inch concrete <br />slab, which is a continuation of the existing concrete, <br />slab on the south side of the building serving the loading <br />area and some parking. The existing concrete slab has no <br />concrete curb and no concrete curb is proposed for the <br />additional slab. Theoretically, this construction without <br />a curb requires a variance to the normal ordinance; <br />requirements. This should be considered by the Planning <br />Commission and Council if no curb is to be installed. <br />6. The existing parking area in front of the building (21 <br />spaces) has an asphalt surface and an asphalt curb. This <br />curb rippears to be in reasonable condition; though cracked <br />in some areas. <br />7. If a development is expanded by 50 percent or more, it is <br />normal City policy to require the site to be brought up to <br />standards in terms of curbing, surfacing of parking areas, <br />and construction of the sidewalks. <br />8. You will note from the attached aerial photo that the <br />property to the south has been developed with a sidewalk, <br />that policy having been initiated after the construction <br />of that site. The site to the north of the property in <br />question has been developed for a shopping center and a <br />sidewalk has been constructed along Long Lake Road and <br />County Road D. It would appear that the construction of a <br />sidewalk along the frontage of the Butler Paper Company <br />might be appropriate. <br />We suggest that the construction of such a sidewalk may be <br />more in the public interest than the construction of <br />concrete curbing around the proposed concrete surfaced <br />parking lot. <br />9. Though tl:� Ordinance does not 'require landscaping, the <br />City has encouraged the development of additional <br />landscaping where appropriate. It appears that in this <br />case some landscaping could be added along the south side <br />of the new parking area, as well as some additional <br />planting -along the Boulevard. <br />10. In summary, the application is for "variance to the Zoning <br />Ordinance", with the floor area ratio variance <br />specifically in mind. We suggest that the floor area <br />ratio is not of great consequence since there appears to <br />be ample parking to serve the site. The Planning <br />Commission and Council may wish to consider a variance to <br />the curb requirements, with a possible condition that a <br />sidewalk be constructed and that some additional <br />landscaping be developed. <br />
