CASE NUMBER: <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED: <br />PLANNING CONSIDERATIONS: <br />7 September 1988 <br />." <br />The Playground, Inc. <br />East of Fairview Avenue, <br />Northerly of County Road B-2 <br />(Loehmann's Plaza) (see <br />sketch) <br />Special Use Permit <br />1. The Playground, Inc. is a drop -in child care center owned by Sharon <br />Berg who operates such a facility at the Ridge Square North Shopping <br />Center west of Ridgedale in Minnetonka. She proposes to develop a <br />second facility in the Loehmann's Plaza Shopping Center in Roseville In <br />a 30 foot wide retail space near the west end of the plaza. Attached <br />are copies of the tent furnished by the applicant describing their <br />operations and policies. <br />2. As you know, this <br />type of day-care facility Is different <br />from the typical <br />facilitiev provided <br />over the years <br />emphasizing contract daily care of <br />children while the parents are <br />at work. There has <br />been continued <br />growth In facilities of the short <br />term drop -in type in <br />the Metropolitan <br />Area and around <br />the Country. <br />Therefore, there would <br />appear to be a <br />strong market for <br />these day-care <br />centers. <br />3. The State of Minnesota licenses and regulates the day-care facilities <br />which are allowable as a Special Use Permit in Business and Residential <br />Districts in the City of Zoseville. The City of Roseville recently <br />approved a Special Use Perm!; for the operation of such a center in <br />Rosedale Square somewhat north of the Byerly's location on County <br />Road C. At that location some parking spaces were reserved for <br />parents dropping off and picking up their children. It would seem <br />appropriate to consider parking spaces for the Loehmann's Plaza location <br />as well. Based on the information submitted It would appear that the <br />development proposal as submitted has merit. This location will be <br />convenient not only to Loehmann's Plaza Center, but other centers in <br />the area Including Rosedale. <br />
