East of Fairview Avenue, Northerly of County Road B-2 (Loehmann's Plaza) (see sketch) Special Use Permit 1. The Playground, Inc. is a drop -in child care center owned by Sharon Berg who operates such a facility at the Ridge Square North Shopping Center west of Ridgedale in Minnetonka. She proposes to develop a second facility in the Loehmann's Plaza Shopping Center in Roseville In a 30 foot wide retail space near the west end of the plaza. Attached are copies of the tent furnished by the applicant describing their operations and policies. 2. As you know, this type of day-care facility Is different from the typical facilitiev provided over the years emphasizing contract daily care of children while the parents are at work. There has been continued growth In facilities of the short term drop -in type in the Metropolitan Area and around the Country. Therefore, there would appear to be a strong market for these day-care centers. 3. The State of Minnesota licenses and regulates the day-care facilities which are allowable as a Special Use Permit in Business and Residential Districts in the City of Zoseville. The City of Roseville recently approved a Special Use Perm!; for the operation of such a center in Rosedale Square somewhat north of the Byerly's location on County Road C. At that location some parking spaces were reserved for parents dropping off and picking up their children. It would seem appropriate to consider parking spaces for the Loehmann's Plaza location as well. Based on the information submitted It would appear that the development proposal as submitted has merit. This location will be convenient not only to Loehmann's Plaza Center, but other centers in the area Including Rosedale.
