PLANNING REPORT <br />DATE: 3 June 1987 <br />CASE NUMBER: 1758 <br />APPLICANT: Breckenridge Development <br />Corporation <br />LOCATION: West of Long Lake Road, <br />South of Volvo Car Agency <br />(see sketch) <br />ACTION REQUESTED: Special Use Permit for Auto <br />Agency <br />PLANNING CONSIDERATIONS: <br />1. The building on this site was originally constructed as a Winnebago <br />dealership, which met its demise because of the impact of the energy <br />crisis of a few years ago. The property was then sold to the <br />originator and operator of the "Mr. Print" facilities. This property <br />serves as a headquarters for the Mr. Print operation and a printing <br />plant serving the Roseville market area. The total facilities, however, <br />have never been utilized for this operation. <br />2. About six years ago, a Special Use Permit was issued for the temporary <br />use of the property for a bus terminal for St. Paul and Suburban Bus <br />Company. That temporary use was continued for a period of two years <br />after which Don Reagan, owner of the St. Paul and Suburban Bus <br />Company, established a terminal for his bus facility north of County <br />Road C where he is presently located. <br />3. The proposal is to sell the land to the Breckenridge Development <br />Corporation who propose to add an extension to the building and <br />redevelop the property for a Chrysler automobile dealership. As you <br />know, the City has encouraged over a period of time the concentration <br />of such automobile dealerships in the immediate area which include such <br />users as Kline Olds, Rosedale Chev, Volvo, etc. <br />4. The property is zoned B-3 and an automobile agency is a Special Use <br />in the B-3 District. Thus, the applicant is applying for a Special Use <br />Permit for approval of a Special Use Permit to establish the automobile <br />agency on the site. <br />5. Attached are copies of development plans submitted by the applicant. <br />Though we have discussed the development proposal with the applicant, <br />we have not seen the final development plans prior to their submission. <br />In general, the development appears to be appropriate and developable <br />within the regulations. There is more than ample parking; all setbacks <br />are adhered to and there remains expansion potential for parking and/or <br />buildings to the west side of the site (to the rear). <br />6. Our Engineers inform us that a sidewalk is required on the front side <br />of the site and there appears to not be an indication of curbing for the <br />westerly side of the property.
