DEVELOPMENT ORDINANCE Page 3 <br />202,030. Commercial Districts Overview <br />(A) Purpose. The Commercial Districts are established to: <br />(1) Provide adequate space to meet the needs of modern commercial devel- <br />opment, including off-street parking and truck loading areas, and to <br />minimize traffic congestion. <br />(2) Provide local, convenient retail services in close proximity to city <br />residents, large centers serving the whole community and highway <br />oriented services, located appropriately throughout the city. <br />(B) Permitted Uses. <br />(1) The permitted uses identified within each of the Commercial Dis- <br />tricts, utilities, and public and quasi -public facilities subject to <br />Planning Commission review and City Council approval. For those <br />uses not specifically noted, the City Planner shall make a_deter- <br />mination as to whether the proposed use falls within the permitted <br />.uses of a district. Where a question arises, the Planning Can - <br />mission shall make a recommendation to the City Council, which shall <br />make the final decision. <br />(2) Tower or antennas are allowed provided they do not exceed height <br />limitations. Only one free standing tower or antenna structure may <br />be allowed which must be -in the rear yard and must be enclosed by a <br />six foot fence. <br />(C) Required Conditions. In addition to the standards of Sections 203 206. <br />the below cited specifications apply to commercial districts: <br />(1) Lot Configuration. <br />(a) For each district a specific lot configuration has been identi- <br />fied; the height specification may be exceeded if, for every <br />additional foot of height, there is an additional foot of set- <br />back on all sides. <br />(b) A 50-foot minimum setback is required as a buffer between com- <br />mercial property and property designated for residential use. <br />(2) Storage. <br />(a) All materials, supplies, finished or semi -finished products and <br />equipment„ except for trucks necessary to the operation of the <br />principal use, shall be stored within a completely enclosed <br />building in Commercial Districts. <br />(b) Merchandise which is offered for sale, rental or lease may be <br />displayed within an Outside Display Area in any Commercial Dis- <br />trict. Outside Display Areas shall be landscaped and provided <br />with trash containers and screening where necessary, and shall <br />be maintained in a clean and attractive manner. Outside Dis- <br />play Areas shall be reviewed by the Planning Commission and <br />approved by the City Council. <br />(3) Signs. <br />(a) Window signage in all commercial districts shall not exceed 1/3 <br />of the total area in which the sign is displayed. Additional <br />sign regulations apply in each specific district. <br />(b) All signs shall be reviewed by the Planning Commission at the <br />time of the applicant's request for site plan approval. <br />(c) Temporary signs <br />
